Dr. Eino Mvula is a seasoned executive leader and multidisciplinary professional with over two decades of experience in strategic leadership, corporate governance, regulatory systems, science and innovation, and public sector management. He currently serves as Chief Executive Officer of the Namibian Standards Institution (NSI), where he provides strategic direction to advance Namibia’s standardisation, quality assurance, and regulatory frameworks in alignment with national development priorities.
Dr. Mvula holds a Doctor of Philosophy (PhD) in Chemistry obtained through the Max Planck Institute for Radiation Chemistry in collaboration with the University of Namibia. He further holds a Master of Business Administration from the University of Cape Town and a Master of Tertiary Education Management from the University of Melbourne, among other qualifications in law, business administration, and innovation management. His academic background reflects a strong combination of scientific expertise, business acumen, and policy understanding.
Throughout his career, Dr. Mvula has held several senior leadership positions across key national institutions. Prior to his current role, he served as Chief Business Unit: Central at Namibia Water Corporation (NamWater), Chief Operations Officer at the Namibia Students Financial Assistance Fund (NSFAF), and Chief Executive Officer of the National Commission on Research, Science and Technology (NCRST). His earlier roles include General Manager: Regulatory and Consumer Protection at NSI, as well as senior academic and research leadership positions at the University of Namibia.
Dr. Mvula brings extensive expertise in strategy development and execution, stakeholder engagement, performance management, and regulatory and policy implementation. His work has consistently focused on strengthening institutional performance, advancing national systems of innovation, and aligning organisational strategies with Namibia’s Vision 2030 and broader development frameworks.
In addition to his executive responsibilities, Dr. Mvula has served on various national boards and advisory bodies, contributing to governance, research, and policy development. He has also been appointed to national commissions and councils by presidential mandate, reflecting his credibility and influence within Namibia’s policy and development landscape.
A recipient of several academic and professional accolades, including recognition as Namibia’s Best Upcoming Young Scientist, Dr. Mvula remains committed to excellence, innovation, capacity building, and sustainable institutional transformation.

I am well acquainted with the conformity and standardization business environment and international best practices in this field. I am a highly self-motivated and innovative person and enjoyed leading and managing large teams on complex subject matter. Having worked in conformity assessment (17 years). I have enjoyed building strategic stakeholder relations in this arena. Implementation of new projects and programs have been an ongoing theme throughout my career, and I enjoy the opportunities that design, implementation and the related change management bring about. I have excellent problem solving abilities and am open minded towards new ideas. I have strong organizational skills with a track record of devising business operations plans, managing costs, reviewing performance. Forward-thinking leader with expertise in setting goals, quality standards and growth initiatives while leading quick and efficient attainment of objectives.

 

Highly effective at promoting positive relationships and building capable teams. Track record of improving overall operations, reducing overhead and increasing corporate value. Customer centric General Manager with six (6) years of senior management experience focused on building operational capacity, increasing revenues and expanding margin. Etuukata Tangi Nashima is an accomplished certification, quality assurance and conformity assessment professional with extensive experience spanning quality management systems, auditing, certification services, food safety and standardisation. She currently serves as Acting General Manager: Certification, as well as Manager: Certification at the Namibia Standards Institution (NSI), where she leads initiatives aimed at strengthening certification services and advancing Namibia’s national quality infrastructure.

Throughout her career, she has successfully led initiatives that have enhanced certification systems, strengthened institutional capacity and promoted compliance with international standards. Among her notable achievements, Etuukata has played a key role in implementing certification scheme management systems aligned with ISO/IEC 17021 and ISO/IEC 17065 requirements, strengthening impartiality and governance within certification activities, and supporting the development of internal certification capabilities that contribute to NSI’s accreditation readiness and operational excellence.

Prior to joining NSI, Etuukata held several technical and quality-focused positions within the food production, biotechnology and manufacturing sectors, including roles at PhytoTrade Africa, Kuiseb Food Processors and Namibia Breweries Limited. Through these positions, she gained extensive experience in quality control, food safety management, microbiological analysis, laboratory systems, production supervision and product quality assurance.

Etuukata holds a Postgraduate Diploma in Business Administration from the Namibia Business School, a Baccalaureus Technologiae Degree in Quality (Cum Laude) from the Cape Peninsula University of Technology, and a National Diploma in Biotechnology. She is currently pursuing a Master of Business Administration (MBA) in Strategy at the Namibia Business School. She has further strengthened her expertise through participation in regional and international conformity assessment and standardisation initiatives, including serving on the African Organisation for Standardisation (ARSO) Conformity Assessment Committee (CACO) and participating in the ISO CASCO Plenary.

Heinrich Christof Amadhila is an accomplished human resources, corporate services and organisational development professional with more than sixteen years of experience spanning strategic human resource management, organisational development, performance management, policy development and corporate services. He currently serves as Acting General Manager: Corporate Communication, Marketing and Human Resources at the Namibia Standards Institution (NSI), where he leads initiatives aimed at strengthening human capital, organisational effectiveness and institutional performance.

Throughout his career, he has successfully led initiatives that have enhanced organisational capacity, improved employee performance and strengthened strategic alignment. Among his notable achievements, Heinrich played a key role in the development of the University of Namibia’s Human Capital Training Policy, the design of skills audit and training needs analysis tools, and the establishment of talent management frameworks incorporating recruitment, succession planning, retention strategies and employee development systems. He also contributed significantly to the alignment of departmental strategic plans with institutional objectives through his involvement in the Balanced Scorecard Committee and Performance Management System Technical Team.

Prior to joining NSI, Heinrich held several progressive positions at the University of Namibia (UNAM), including Training Officer and Balanced Scorecard Coordinator within the Human Resource Development Division. Through these roles, he gained extensive experience in strategic planning, staff development, performance management, training coordination, skills audits, budget administration and organisational development.

Heinrich holds a Master of Business Administration (MBA) and a Postgraduate Diploma in Business Administration from the Namibia Business School, as well as a Bachelor of Business Administration in Human Resources from the University of Namibia (UNAM). He is currently pursuing a Doctor of Business Administration (DBA) at the Namibia Business School. He has further strengthened his expertise through his work in strategy formulation, policy development, organisational alignment and employee engagement initiatives, including the innovative “Coffee with HR” platform aimed at fostering communication and strengthening organisational culture.

Tabitha Penomwenyo Mbome is a highly accomplished legal practitioner, corporate governance professional, and company secretary with over 20 years of experience in legal advisory services, governance, compliance, risk management, regulatory affairs, and strategic leadership across Namibia’s public and private sectors.

She currently serves as Head Legal Advisor and Company Secretary at the Namibian Standards Institution (NSI), where she provides strategic legal and governance leadership to the Board of Directors and Executive Management. In this role, she is responsible for overseeing the organisation’s legal, governance, compliance, and company secretarial functions, ensuring adherence to statutory and regulatory requirements, strengthening institutional accountability, and promoting sound corporate governance practices. Her leadership has been instrumental in enhancing governance frameworks, improving compliance oversight, managing organisational risk, and supporting ethical and informed decision-making at both Board and management levels.

Tabitha has extensive expertise in corporate governance, legal and regulatory compliance, enterprise risk management, company secretarial practice, contract management, litigation oversight, policy development, forensic investigations, and institutional governance frameworks. Throughout her career, she has successfully advised boards, executive leadership teams, and key stakeholders on complex legal, governance, compliance, and risk matters within highly regulated environments.

Prior to joining NSI, she served as Legal Advisor at the Namibia Statistics Agency (NSA), where she was responsible for providing legal counsel on governance, compliance, contractual and regulatory matters. Her responsibilities included contract management, litigation oversight, policy development, compliance monitoring, stakeholder engagement, and advising executive leadership and the Board on legal and governance issues. This role further strengthened her expertise in institutional governance, regulatory compliance, and risk management.

Earlier in her career, Tabitha practised as a Senior Legal Practitioner at Neves Legal Practitioners, specialising in commercial and insurance law, labour law, contract law, estate law, family law, and criminal law. She represented clients before the Magistrates’ Courts, High Court, Labour Court, and Supreme Court of Namibia, gaining extensive experience in litigation, dispute resolution, legal risk assessment, and legal strategy.

Beyond her executive responsibilities, Tabitha has served on several boards and governance structures, contributing significantly to strategic oversight, corporate governance, and policy development. Her previous appointments include serving as a Board Member of the Development Bank of Namibia and Deputy Chairperson of the Lotteries Board of Namibia. She currently serves as Chairperson of the Board of Pyxis Assets Investment (Pty) Ltd and as a Member of the Review Committee of the Environmental Investment Fund of Namibia.

Tabitha holds a Bachelor of Laws (LL.B) and Baccalaureus Juris (B Juris) from the University of Namibia. She has further strengthened her professional expertise through advanced training in corporate governance, enterprise risk management, forensic investigations, leadership development, and organisational performance improvement.

She is an admitted Legal Practitioner of the High Court of Namibia with more than 20 years of standing, an admitted Notary Public of Namibia, and an Accredited Mediator of the High Court of Namibia. She is also an active member of the Law Society of Namibia and the Namibia Lawyers Association.

Throughout her career, Tabitha has demonstrated a strong commitment to strengthening governance systems, promoting legal and regulatory compliance, enhancing organisational resilience through effective risk management, and fostering a culture of accountability, integrity, and ethical leadership. Her work continues to contribute to sustainable organisational performance and national development through the application of sound governance principles and strategic legal oversight.

Simasiku Matali is an experienced metrology professional and executive leader with over seventeen years of expertise in scientific and industrial metrology, legal metrology, laboratory management systems, and quality infrastructure development. He currently serves as Head of Metrology at the Namibian Standards Institution (NSI), where he provides strategic leadership for Namibia’s national metrology systems and services.

In his current role, Simasiku is responsible for overseeing the provision of scientific, industrial, and legal metrology services, while ensuring the effective implementation of policies, systems, procedures, and quality management frameworks that support NSI’s mandate. He leads departmental planning and operations, staff development initiatives, financial management processes, and the continuous enhancement of metrological services to meet national and international standards.

Simasiku possesses extensive expertise in measurement science, laboratory quality management systems, calibration services, method development and validation, stakeholder engagement, and operational management. Throughout his career, he has played a pivotal role in strengthening Namibia’s measurement infrastructure and promoting the importance of accurate and reliable measurements across various sectors of the economy.

Prior to his current position, Simasiku served as Section Head: Scientific and Industrial Metrology at NSI, where he led the development and maintenance of national measurement systems, managed industrial metrology operations, and oversaw the implementation of laboratory management systems. He also provided expert metrology advice to stakeholders and played a key role in staff competency development and laboratory method validation.

Earlier in his career, Simasiku served as a Chemistry Laboratory Technician at NSI, where he was responsible for sample preparation and analysis, equipment maintenance and calibration, laboratory quality assurance, and ensuring compliance with ISO/IEC 17025 requirements. His early career experience laid a strong technical foundation in laboratory operations and quality management.

Simasiku holds a Master of Business Administration (MBA) in Management Strategy from the University of Namibia, a Postgraduate Diploma in Business Administration (Honours) from the University of Namibia, and a Bachelor of Science degree in Natural Resources from the University of Namibia. His academic background combines scientific expertise with strategic business and leadership competencies.

Rosina Shiimbashike is an experienced standards development, food safety and quality management professional with over twelve years of experience spanning both the public and private sectors. She currently serves as Acting General Manager: Standards Development and Coordination, as well as Manager: Standards Development and Training at the Namibian Standards Institution (NSI), where she leads initiatives aimed at strengthening Namibia’s standardisation systems and national quality infrastructure.

Throughout her career, she has successfully led initiatives that have strengthened institutional capacity and promoted a culture of quality excellence. Among her notable achievements, Rosina chaired the successful development of Namibia’s first National Standardisation Strategy and Plan (NSSP), a landmark initiative designed to strengthen the country’s standardisation ecosystem and support national priorities. She also spearheaded the revitalisation of NSI’s National Quality Awards (2025), re-establishing the platform as an important mechanism for promoting quality excellence and organisational competitiveness.

Prior to joining NSI, Rosina held several progressive positions at ABInBev Namibia and SAB Miller Namibia, including Quality Assurance Manager, where she gained extensive experience in laboratory quality systems, production quality assurance and food safety compliance.

Rosina holds a Master of Business Administration (MBA) in Management from UNICAF University, a Postgraduate Diploma in Management from the Namibia University of Science and Technology (NUST), and a Bachelor of Science Honours Degree in Microbiology and Chemistry from the University of Namibia (UNAM).

She has further strengthened her expertise through various professional and specialised training programmes in food safety, quality management systems, standardisation practices, leadership development, and disciplinary management.

 Millicent Kapitako is a seasoned internal audit executive and financial intelligence specialist with more than 19 years of experience in internal auditing, corporate governance, compliance management, fraud prevention, and operational intelligence across Namibia’s public and private sectors. She currently serves as Chief Audit Executive at the Namibian Standards Institution (NSI), where she provides strategic oversight of the institution’s internal audit, risk management, and compliance functions.

In her current role, Millicent has played a key role in strengthening NSI’s governance and accountability frameworks through the implementation of enhanced audit methodologies, ethics and whistleblower systems, and intelligence-led fraud prevention mechanisms. Her work has contributed significantly to improving risk management practices, compliance oversight, and operational efficiency within the institution.

Millicent possesses extensive expertise in fraud detection and prevention, strategic governance, risk-based auditing, compliance management, operational policy development, and due diligence processes. Throughout her career, she has successfully led initiatives aimed at enhancing organisational resilience, strengthening internal controls, and improving audit performance across diverse institutional environments.

Prior to joining NSI, Millicent served as an Audit Senior at BDO Chartered Accountants Namibia, where she led forensic audits and advisory assignments for a range of high-profile clients, including the Government Institutions Pension Fund (GIPF) and various United Nations-supported projects. In this capacity, she provided strategic audit insights to senior executives and government stakeholders, contributing to improved governance practices and strengthened compliance frameworks.

Millicent holds a Bachelor of Commerce in Accounting from the University of Namibia and has further enhanced her expertise through several postgraduate qualifications. These include a Postgraduate Diploma in Risk Management from the University of South Africa (UNISA), a Postgraduate Diploma in Internal Auditing from UNISA, a Postgraduate Diploma in Development Finance from Stellenbosch University, and a Senior Management Development Programme qualification from WITS Enterprise.

She has also completed advanced professional training in quality management systems, fraud detection, leadership development, and international financial reporting standards, reflecting her commitment to continuous professional growth and excellence.

Through her leadership and expertise, Millicent remains committed to advancing sound governance, strengthening institutional integrity, and driving sustainable organisational performance within Namibia’s public sector.
